I think the only major differnece between her and Cas is the average time between raids. If you want less negative events, i think lowering the difficulty will help thou.

If you get really devastated by a raid, she often will take pity on you while Cassandra plows on. But if you don't fall into a major collapse, the only major differences is the raid internal I think is tripled.

Phoebe is a bit spazzy atm, yeah. I haven't had the issues you're describing, but I do frequently get 3-4 events all on the same day. And I can see how it can be overwhelming if they're all Raids and Mad Animal waves. But so far they haven't lined up like that for me. It's usually stuff like Sunflare, Aurora, Raid, Mission.
