In Epoe the consciousness chip is just there to cure brain damage, it adds 100% but also cap it at 100.
Meaning that when determining the value for consciousness breathing, blood pumping, or whatever can only add so much to your consciousness level.
Basically your dudes can take a bullet to the lung and heart, but still be "healthy".
I don't know where in the game files the interactions between the basic pawn capacities are defined, so I'm not really sure exactly what should be happening. It could be setup so having bonuses in those stats doesn't help at all, like with how sight works for most stats where 1.0 is the max multiplier.
