If you find no mod, make a backup of your core and change it yourself.
In core files, find the "GoldFlooring" and as with every floor its gonne have a option of being a "fine floor" = no />". Change that to yes. You probaly going to find it under the royality folder.
If you did everything right but boni doesnt apply, turn on dev mod, build silver flooring over it, and then build gold flooring over it again using Godmode.
Then trash the quest "royal ascent" and reorder it via Devmode. It will fix it if all done right.
Gold floor does absolutely count as fine floor. I just checked that in game.
That is not quite how that works. In the Terrain_Floors.xml there is a tag list which includes <li>FineFloor</li> for the fine floor types. Gold and silver are the only vanilla tiles that got that by default. Ideology and Royalty add their own floor types which can have this element. If you are not using any mods to change floors, this should not be affected, but OP said nothing about mods.
Ah, yeah I have been playing with a lot of mods. Guess I can't be surprised that's what did it lol
