Obtain some warm clothes. Make them, buy them, strip them from downed enemies.

You can probably ignore it as long as you have at least one heater or campfire in your base. On a temperate forest it's unlikely to get cold enough to cause any serious issues, colonists may need to head inside to warm up occasionally though.

It can get pretty cold pretty quickly, I've had temps get as low as -35F in the first 30 days of playing, with only 3 pawns and under 30k total wealth. If you start in the spring though, the first several days of spring are a little cold and will quickly go away so you can often ignore it depending on your local biome and climate and elevation.

Basically, to get warm clothes you need to look at your pawns first. Go to Gear tab, look at their acceptable temperature ranges, and what they're wearing. Then, you need to either add more items which they are missing (hats for instance,) or replace crummy/inappropriate clothing with clothing that's either higher quality, more apropos to the situation's needs, or preferably both.

If you start as tribal, you can make tribalwear at a crafting spot which is pretty okay compared to being naked, but honestly you want to get some pants/shirt/coat/hat layers onto everybody, ASAP! This means you don't get to fart around building a cute base, you need 1: an enclosed building of a reasonably small size so you can keep it warm, 2: a tailor bench, and 3: some textiles to make clothing out of.

4: someone to research Complex Clothing because tribals don't start with that.

At the beginning of the game, even in summer, the game reminds you that winter is on its way - and that you'll want to prepare in advance. (Rather than having the player figure that out the hard way.)
This isn't so much something you need to resolve, but something the game is suggesting you get ready for. :-)

Try to make a few Parkas and Tuques (knitted beanies) for your pawns to wear when the time comes, and you'll be fine. Even parkas made out of simpler materials such as Cloth (harvested from the Cotton plant) or Plainleather (from various hunted animals) will make a noticeable difference.

If you're playing as tribals, rather than the default Crashlanded scenario, then https://rimworldwiki.com/wiki/Parka will need some research first - but https://rimworldwiki.com/wiki/Tribalwear are still helpful in conjunction with campfires indoors, and slightly better at insulation than a shirt+pants.

Which is why I said build tribalwear.

I used to plant a small field of cotton to prepare for this, but nowadays I usually just strip raiders for clothes and use that. Whenever im doing naked brutality or whatever.

That might not work in some -30C sea ice biome though, so YMMV
