Either through the Prisoner Menu (Convert) or through your Moral Guide/Priests ability, or by picking the proselytism meme and letting your other pawns do it passively.

Easiest way is just arresting them, then use the prisoner management thing to convert them. After that you can simply release them from jail and they will still be with you, no need to recruit again.
