Contact the mod author or check the license the mod was released under - or both. That should aid in a first look at updating the mod.

Exactly. Modders do stuff because they want to, because they enjoy it. If they decide they want to stop suddenly, for any reason at all, that's their right, since it's their creation after all.
Anyway, OP, if you don't want to learn how to mod, then your best bet is to contact the mod author and politely make your requests. If they don't respond, don't take it personally. Just move on.
It's actually not that complicated I'd think. Doesn't have much to it. And if the author were satisfied then why would there be a list of to-dos still on the post -_- Yeah true modders do what they do because they want to, but I'm just asking for someone else to take the reins on an arena mod. This is, again, surprisingly, literally the only arena mod for Rimworld on the workshop. And even if I do manage to contact him I heavily doubt I'll get a response anytime soon. Guy has been offline for three days. Y'know, there are quite a few mods that have been forgotten and then reinstituted by other modders with updates to them. I have just been asking if anyone would make one for this case.
You can read. You can type. You likely have a PC. Therefore, you can "code."
"Trying" never, ever, stops. "Trying" is the act of "Doing." Mistakes will be made. As long as you're not coding PLCs for a nuclear power plant, you'll get a chance to learn from them. :)
The only thing that's constant in this world is "change." Until the heat-death of the Universe, there will always be change. And, even after that... probably still a tiny bit of change, too.
The point of all the above - The number of computer game players that reached a point where they wanted to have some computer game "something or other", but couldn't find exactly what they wanted, comprises a significant number of beginning coders who opened up an instruction book or began coursework to learn to code.

The only reason I wrote the above is that you seem very enthusiastic about this particular mod and the inclusions you'd like to see and it may be that it's never going to get those added features. Such is the way of mods... But, given a bit of effort, you may be able to add these things yourself. You may or may not be able to release it as your own or take over stewardship of the mod, but at least you might be able to create what you want so badly for your own gameplay.
There's no reason you have to actually do anything other than hope the mod gets these additions. But, if you want them that badly, there's no reason at all why you couldn't move forward to satisfying that need yourself.
