If so, it's one of your (unspecified) mods.
(Yes, this is probably obvious stuff - but its as much as any of us can do with what we have, short of offering ideas on how to do the trial-and-error testing that only you can do.)
Try to butcher something in a butchery spot, and again at a butchery table.
If it doesn't work, try again after removing all food-related mods.
Failing that, try again with zero mods.
If that does work, rebuild the modlist gradually, testing as you go - maybe also use the RimPy client to organise the modlist for you.
If it doesn't work, do a clean reinstall of the game and try again.
Note: It's also entirely possible a non-food mod is interrupting things. Like how the Cults mod will call your pawns to a scheduled church service, and can interrupt their existing work at that point.
Optimization: Meats also does something similar with other meats, turning them into raw meat.
I can't think of any others at the moment.
There was a similar infinite loop but with cooking instead of butchering, that was from Common Sense. if the meat mod doesnt solve the issue, it might be worth trying that.
