Report a translation problem
To make sure your scenario is in effect. Select your research pawn, click the 'i' in their window pane to inspect them. And then look for their research speed. Make sure the scenario multiplier is in effect there.
I had tested it right before making my post. I do see that reflected on the pawn's info.
I wonder if we tweaked it differently.
I used the scenario edit to set the research speed to 10%. I did not use any ideology methods of changing things, if those exist, not sure.

The research speed ideology precepts (which do exist) show up on the pawns information as well. I have that active in my game.
They do NOT show on the workbenches, obviously because a workbench is useable by any pawn, not all of whom will have the same ideology.
Thanks for looking into it - I think I've solved this particular mystery. There are two stats in the scenario editor - "research speed factor" and "research speed". I've been using "research speed factor" so far. I'll play around and see if the research speed is more suitable to what I'm trying to do since it seems like its effectively maxed out around 33%.
I've played around with editing the save game files and switching to "research speed" instead of "research speed factor" and can confirm I get similar effects to you now since it shows up on the pawns and not on the research bench.
Ironically this method is still plagued by seemingly hard-coded minimums since the min research speed is 10% so skill now no longer plays an effect. I think the solution to achieving a effective 10% research speed will have to use a combination of both effects.
The 40% research speed factor gives some room for room cleanliness to impact on the simple research bench, since with room cleanliness at 100% its operating at 30% efficency and can drop a further 5% before it hits the hard limit of 25%.
The 30% research speed factor means that skills 1-2(maybe 3) wont have any impact since they will reduce the research speed of pawns below the minimum of 10% but at least 4 onwards definitely can have an impact. This is still limited since pawns with missing eyes / limbs will not be sufficiently penalised before they hit the 10% limit but you cannot win them all.
