Camera scrolling problems
I have a strange issue...
The issue occurs while holding down the middle mouse or using WASD to pan or scroll the camera; intermittently the game freezes for a millisecond which makes the camera jump/stutter. This happens every 5-10 seconds which makes the game not very enjoyable.

-I don't use mods
-this problem happens even when starting a new map
-This problem happens both in full screen and in window
-I play with the graphics to a minimum (and also in the Nvidia Control Panel to minimum)
-I use Windows 10
-Updated graphics card
-I play offline to avoid lag problems
-I have 16gb of ram
-I used the mod "RuntimeGC" to "fix" the problem, but it didn't work.

I have looked in forums, but NO ONE gives a solution.
If this continues, I am obliged to refund the game.

Are you using the latest version of the game? That sounds like a known issue that was happening with a previous version of the game and was eventually fixed. Specifically it was being caused by the unity garbage collection spiking every X seconds and would increase in severity and frequency with more "stuff" going on in your map, especially certain heavy mods like jecstools.

It's possible it's still happening but was just reduced by so much most of us don't notice it. I don't usually drag my camera around in circles for 10+ seconds at a time either, so that might also play into it. It used to be the stutter was large enough to cause the camera to jump a good distance, often well passed what you were scrolling toward, which was what made it annoying, and I definitely haven't noticed that happening in the current version. I don't really know what you are seeing otherwise, or how you might fix it.

The other possible stutter I know of happens during the daily auto-save, but that's a lot more than 10 seconds apart. In any case that one has only been noticeable to me on a 100% globe, one of the reasons I've been playing at 30% for years.

Have you tried a PC reboot? Could just be a memory issue, sometimes computers can get sluggish if you've been jumping between different games without rebooting.

The Internet, or at least a subsection, seems to think it's vSync related. See if you can't force it off from the nVidia control panel.

To be fair, vsync is not a quality setting and is something you often turn on specifically because you are running on lower settings and trying to smooth the game out ,which is the primary purpose of it, but it can also be used on higher end systems to framecap.

A way to narrow it down a little is that if it's happening while the game is paused it's probably a graphical issue. If it happens only when the game is playing and increases in frequency at higher game speeds, it's probably engine related. This isn't going to help much, and I doubt you are going to get much help here on these forums for that kind of issue. Your best bet is to go through the official help channels.

After talking to the developer, no solution could be found to the problem.
I asked for a refund and they gave it to me.
If someone finds a solution, I will buy the game again.
