from there you can disable research as well as adjust multipliers like research speed etc to your hearts content. but maybe you're already aware of this and this is useless info. either way goodluck.
If you really want to go down that path just edit the save file to remove the starting techs (very easy to do) and just don't researching anything new.
Probably not. We already have people constantly posting about how unbalanced naked brutality is even though there's a warning about it. Can you imagine if there was a mode that started with 0 research? The number of threads about people dying to an early heatwave... *shudder*
After hundreds of Rimworld hours I just found out because of your post how much you can edit your start with the scenario editor. I was always annoyed that you start with Naked Brutality Crashland Tech Level and not Tribal Tech. Boom, you can just change it there.
I agree, no technology start should be an option there.
