Report a translation problem
It's often a default option the game puts on your ideology when you select male or female supremacy. It can be removed, though, since AFAIK nothing has it as a must-have requirement.
All you have to do is enable the dev console then go to the ideology tab (the lightbulb) at the bottom of the screen then check Dev: Edit mode at the top right of the window.
Then you just scroll down to preferred apparel near the bottom and turn off burkas.
It's definitely easy to overlook. Same with the clothing requirements they tack on to your specialist roles like the spirtual leader.
