I agree, it would be interesting of the Cannibal factions would be hostile to non-raiders/cannibals, but potentially friendly to those that shared similar views. Instead they're just another "always -100" faction.
they may influence what raiders do after winning a raid. i know some raiders prefer loot whereas others prefer to kidnap. maybe cannibal raiders prefer to kidnap 100% of the time? and you'll never receive an offer to pay a ransom?
I know there are many who play it as nazis vs. allies simulator 20XX or supreme commander colony edition, or Crusader Kings: The Rim, but the heart of the game will always be simulating colony survival in a harsh frontier world. More variety in the kinds of factions you see facilitates that, even if mechanically they are almost copy-paste of what we already have.
And I say that having a massive modlist with tons of added factions, mechanics that make it like Crusader Kings: The Rim.
What would be neat? Mechanoid-worshipping tribals that use the bodies of dead mechs to make armor to emulate their 'gods'. Or bug worshippers that do the same with the carapaces of megaspiders and spelopedes.
