Report a translation problem
The quest should show up in the Available tab of Quests very quickly. Like within a minute if not immediately.
When the Bestower left the map the quest never went away in the first place so it still thinks the original quest is active.
Another reason the Bestower may run off is hostiles show up on the map.
I thought if the room got dirty, it would tell you that the bestower will not perform the ceremony under those conditions? Did I imagine that?
Save right before you call in the bestower in case it happens again.
I can dismiss the quest to the historical tab but I cant actually cancel it.
No idea why it broke in the first place though.
I had the exact same thing; activated the quest, they arrived via shuttle and then wondered off map!
Dev mode worked for me too. I did notice this was pretty much straight away after Ideology came out and I was playing before any updates came out so maybe a bug
