Does that matter? The OP asked for ways to get more steel? Since other people listed a number of ways, I listed the one that wasn't mentioned, so that the OP would know of numerous ways?
¯\_ (ツ)_/¯ It's an investment that tends to pay off, imho. But it is fourth on my list.
1) Mine compact steel
2) Deconstruct steel buildings, remove steel floors
3) Trade for steel
4) Deep drill
Edit: Or maybe fifth on the list, since I forgot smelting. Mine, deconstruct, trade, smelt, deep drill. That sounds better?
You can call in a trade caravan if you have a comms console, outlander (not tribal) bulk goods caravans usually have like 250-400 steel on them for cheap.
