If your question is if you can change to the Medieval-only storyteller, I believe the answer to that is yes. There is a button in the options you can access from within a loaded game. This may not retroactively change things, though, so existing tech may still persist.
This kinda ruins the medieval gameplay feeling.
One downside: it’s hard to find things to buy!
EDIT: I also use the medieval overhaul: empire mod, which is an add on that outfits the empire appropriately.
