Huh, doesn't the game limit you to one leader, one moral guide, and two specialists? At least that's what I recall.
You are limited to two different types of specialist per ideology, with 4 role limit. You can have as many of any one specialist as you want though. I've had up to 5 of one before and I haven't seen any indication of a limit.
Not sure, but you can just use Ducks' No Limits - Ideology, which allows you to remove limits. Obviously. Multiple leaders doesn't quite work properly, but multiple moral guides does.
