level psylink as enemy of the empire?

hi everyone.
so my raider-colony decided to make the empire their enemy. they got two psylink neuroformer from raiding an outpost (The deserter quest). now im asking myself: how i can level up these psylinks. normaly you can level them up til psylink level 6 trough honor/titles but without this option what can i do.

Disclaimer: i know that i could gain goodwill with the empire and do their quests, but that wouldnt fit my roleplay so i hope to avoid this.

The other options are quest rewards (rare and often for the empire) or meditating at a tree...

Don't some traders also carry these, or is that only Empire traders?

I think exotic goods traders occasionally have them.
