Missing Archonic Figure? (Ideology DLC)

I've got some Tech Philosophy colonists that want an Archonic Figure. The game talks about room requirements for having one but I can't figure out if it's some kind of thing I need to build from the "misc" menu, or something I have to buy, is there a tech I need to research for it? Nothing on the tech menu seems to apply. It seems by the description that all I need is a room with 60 room score without beds or production stations. My rec room is impressive 131.

The name sounds like a statue, so you probably need to check your ideology to see what size and craft it like a normal statue.

Ideologies require an 'altar' type of building article for your ritual hall which you can find in Misc and a type of statue that you will find in the listing at your sculptors bench. There may be other required styles and items depending on your ideology but these are the main two for performing your rituals.
Check your sculptors bench for Archonic Figure.
