Ideology clothing
If I where to choose Burka or Cape as required piece of clothing for my leaders, would that prevent my "Moral guide" from wearing power armor endgame?

It does not "prevent" anything. Role clothing is marked as "required" but that only means like -5 mood for not having it. It's not like specialists refuse to do anything without a proper hat.

The entire hats requirement is stupid and hopefully someone will mod it out for us soon.

The hell is with every game dev and hats in games?

You don't need to have special hats for roles. You can leave that blank during role creation.

Bro you can just remove clothing requirements in the options, when you create the specific specialist role...

The game doesn't force you to pick a hat...

You can edit the ideology mid game n dev mode.
Just go in to the ideology tab with it enabled and therw il be an optionn in the top.

But the bottom-line would be that there is really a penalty for choosing any required clothing for specialist since it gives a mood debuff late-game when you equip them with helmets and power-armor

Bottom line is, if you setup a dresscode and don't stick to it for whatever reason (early/late game does not matter), there will be mood penalty, yes.
