No capes with power armour?

My knowledge of space marines would beg to differ.

Currently my religious leaders of my militarised cannibals cannot wear armour...

Anyone know a way to fix this? I need the outer layer to not be used for armour or to have yet another layer added to the list to allow capes on top of everything else.

Your best bet for now might be to use the Vanilla Expanded: Armor mod. It adds in trooper armor, which is a middle layer armor that's sort of a scaled-back version of recon armor. It has no bonuses, but also no penalties, and protects the entire body.

Kind of a workaround but I found out today that if your character is both an ideological leader and holds rank with the Empire, then the royal clothing requirement outweighs the ideological one allowing you to wear prestige armour instead with no penalty.
