how do i mine/haul chunk?

Do you mean stone chunks? The default stockpile zone excludes stone chunks, so you can't haul them if you have only default stockpiles. If you change one (or more) stockpiles to include stone chunks, you can haul them, just like normal items.

As for mining: they appear whenever you mine stone. It is either at random, or might be related to your mining yield? I'm not certain: but if you mine stones, occasionally a stone chunk will appear.

to mine a chunk you order a colonest to mine at the rock formations a chunk is a chance of dropping. you then allow the chunk (should be allowed by default) and you should have a button that appears when the chunk is selected called "Haul" press that if you REALLLY need it moved pick a guy right click the "Haul" chunk and force them to do it

Make a dumping stockpile zone

Anytime you make a zone check whats allowed and what is not, including fresh and rotten
Im not sure if mining skill effects mining drop rate or just speed of mining, but i know you can increase yields in the menus

Do note that colonists will not haul rock chunks automatically unless within the work range of a stonecutter's table, unlike other resources and items. You have to manually designate the rock chunks you want moved to a stockpile with the haul command.
