my colonists won't haul

i have a freezer stock pile where my hay is but i need my hay with my ducks at there stock pile so i made it so my hay was only allowed the but when i make my colonists haul it , it says there is no space to (when there is), unless i allow ever thing at my duck stock pile

check priorties is stockpile A at IMPORTANT or higher while Stockpile B is at NORMAL

Is the Priority of the stockpiles set the same? I.e., if they're both set to Normal, then your pawns won't haul from one Normal priority to another. Try setting the priority of the stockpile at your ducks to Important and see if that helps.
