Torture crown not selectable as headware for Cheif etc

I can't remember what they're called, but the special people of your tribe, your chief, priest etc etc. You cannot select torture crown as a required / perefered garb. However if you random you can sometimes get it to pop up. Not sure why this is. Haven't tested with new update, though I didn't see it mentioned in the fixes.
