Depends on how much RP you want to do. There is no "blood drinking" or "vampirism" effect, but otherwise you could make a cannibal style ideology and name your rituals and leadership roles after vampiric themes and actions, and have them eating raw human flesh or corpses. You could consider the act of converting a pawn into your ideology as turning them, there's even a ritual where they lay on a slab/altar while everyone gathers around and while the little chat bubbles pop up you can imagine whatever you want is happening there.

I mean there's cannibalism, but I think that's as close as it comes. To give you an idea, Ideology has kind of this "low magic" approach to religion. There are rituals that produce effects, but nothing that couldn't be explained with good fortune or hard work, that kind of thing. The "Discover Ancient Complex" ability is the only thing that made me go "Wait, how the hell does *that* work?!".

Keep an eye on mods though, I'd be *startled* if a vampire mod wasn't short in the coming.

IMHO, the new memes feel a bit restrictive.

-Extracting human skulls and sticking them on spikes
-Caging rotting corpses as a warning to slaves

-Ritual cannibal feasts
-Crown of thorns - increases pain of wearer
-Slave gladiator duels
-Symbol burning (i.e. symbols & effigys. You can roleplay the KKK)
-Communism
-Capitalism
-Stoner parties
