As long their is no wall / fence / normal door preventing the animals to acces it, it will be considered as "in the fence" and added to the foof available for them to eat.
technicaly you can just put a stockpill on an unroofed storage but it will be damaged by weather. So better do a little feeding house with walls & roof ;p
Also, when you select the little sign that you have to put to set an area to be a pen, you can click it and see the total "available" grazing food vs your animals consumption. If you lack too much of it, maybe just making a bigger area will be easier than making food over time. :)
