You can edit Ideologies mid game using Dev Mode

Go to settings (bottom rightmost tab)
Click the "Dev mode" red X to turn it into a green checkmark.
Click on the Ideology tab (close to the rightmost tab, should look like a lightbulb).
Click "Dev Edit" on the top right.

Edit your ideology to your hearts content. Be careful not to do anything the base game normally doesn't permit (or not). Add and edit memes, roles, rituals, and so forth.

For the best immersion, I recommend starting the game with a single 1 point ideology with no rituals or roles, then slowly adding memes, rituals, and roles one at a time once every other year or so.
