My exception is Jealous pawns who demand a better bedroom, a statue or two boosts their room enough to make them happy.
In theory and practice, it's best to put them in areas where you need the mood boosts: bedrooms, rec rooms, dining rooms, *hospitals, "ugly" areas that could use a boost for nearby workers with long tasks, and maybe one in prison cells to help reduce resistance.
Both. Rooms have a beauty stat which is a large part of the room's impressiveness. By placing art in bedrooms for example you increase the impressiveness of that room and give them a potentially better mood buff for their bedroom quality. Pawns also have a beauty need and by filling it up you give them a huge +15 mood boost, so by placing statues around where they spend a lot of time, like in rec rooms or near their work stations you provide them with a stable mood boost throughout the day.
To clarify, art specifically does not attract raids or raiders. Having higher wealth in your colony overall increases the size of raids (not frequency), but it takes tens of thousands of wealth to add one additional weak raider to an attack on 100% scaling. You may not want to rush giant sculptures and floors made out of solid gold on day one, save that for late game, but some cheap wood sculptures around you base can make a pretty big difference in mood without really affecting difficulty at all.
