Raiding Meme
How are you supposed to handle it early game before you've gotten people and gear to handle enemy bases?

Attacking pretty much any defended site on the map counts as raiding. This includes the various logging/mining/farming/hunting camps that constantly spawn with only a few defenders which are the main way to keep the meme satisfied. Early game there is only going to be 1-2 essentially unarmed people at the camps, they are super easy to deal with. They don't get much harder later on, so you can be sending out small squads of 3-4 soldiers to deal with them as they pop up to keep everyone's mood high.
There are now mini, independent locations on the map which you can attack without diplomatic consequences, much like you would expect for normal quests.

yeah day 34 and it just finally gave me one of those camps and of course its a non hostile faction oh well

Some definitely have consequences and you for sure want to make sure you're not attacking the wrong or right faction.

The mood penalty from raiding meme is very minimal to begin with. If you're building your base correctly it won't matter that much at all if you don't raid. If anything it's just a nice bonus to get when you're able to raid. I regularly play with a -15 mood setting and it's not a problem at all keeping my colony happy even with the meme penalties.

The new "mini-raids" quests starts with 2 enemies, usually tribals with short bows... really easy to deal with.
