Report a translation problem
-They don't react and get a large mood penalty,
-They decide to leave and walk off the map.
-They all instantly turn hostile and attack.
I don't know if refugees will ever join you if they are planning to betray you. I don't remember seeing that happen.
Happened several times that one member of a refugee group offers to join, and later the refugee group betrays me. Through save-loading experimentation I found that the refugee offering to join will betray me with the friends unless I accept their offer before their friends decide to betray me. I'd expect it works the same way in 1.3 but haven't played as much of 1.3 so the scenario hasn't come up.
