For example: The Supremacist meme inflicts a -60 relation range modifier on whatever faction has them. So if you were to add a gentle tribe that happened to roll this meme at random, you could end up with a peaceful tribe that would actually eventually degrade to hostile. (Which is kind of a problem if you selected a peaceful tribe).
I am not entirely sure why civil outlanders are so heavily limited on memes though, as the tribe limitations are a lot less severe.
You can customize them. The point of this thread is that a few of the factions have limits in how much they can be customized, as Excellion mentioned though this is to keep a few "baseline" factions that don't have wild ideological differences that make interacting with them difficult. You can bypass this by using dev mode and edit any ideology freely at any point during the game.
I don't have a problem with the memes being limited, generally speaking. I just don't understand why civil outlanders are so extremely limited.
Gentle tribes have access to most of the memes, though they don't have raider or supremacist, which makes sense. Rough outlanders also have access to most of the memes, but they are forced to take the supremacist meme, which is also fair, in my opinion.
So if gentle tribes have access to most of the memes excluding the violent ones and the rough outlanders have access to most of the memes, then why do the civil outlanders only get to choose one of two memes? Wouldn't their available memes be similar to the gentle tribes?
