I am unable to open the debug actions menu
I enable dev mode, I click the button and an error pops up. Here is my log. After searching the forum, it seems a handful of people with different modlists are encountering this issue as well. Anyone know how to fix this/has anyone already reported it on the official Discord yet?

I had the same issue with an outdated mod known as Genetic Rim. It seems you also have that mod installed. Try unsubscribing then launching the game to see if you can open it.

I am not running genetic rim.
What you are looking at is probably one of the errors thrown by fluffy's mod manager or better loading or something...

Do you have any outdated mods installed and currently active?

uuuuuh a few but there have been no errors thrown by any of them. They are only outdated because the modder has yet to add the 1.3 tag...

I see. Just to be safe, try disabling all the outdated mods, then try and open the debug actions menu. If you are able to open the debug actions menu after disabling the outdated mods, then re-enable the outdated mods one at a time. If enabling one of them prevents you from opening the debug actions menu, then that's the problem

That doesn't change the above advice from two years ago. Mess with removing mods until it works. Then probably complain on the mod's page so they fix it.

Thats kinda hard to do when you are running 500 mods

Halves. Drop the bottom half of your mod list, do a dev quicktest, try to open the debug menu. If it works, the issue was in that bottom half of the mods. Add in the first half of the mods you just removed and try again. If it didn't work, the issue's somwehre in the first half of the mods; remove the latter half of the mods still present. Keep repeating this process until you can narrow it down to likely culprits.
