That is actually incorrect?
It is easy enough to test. Create a custom religion, and select only one precept that has nothing to do with cannibalism such as "Collectivist". You can still set Cannibalism in the range of "Abhorrent" to "Preferred" . Higher levels will require the "Cannibal" meme though.

Just set it to dev mode and click the edit button in the top right of the ideology screen.
From there you should be able to mess with pretty much everything unless it was an AI faction, in which case there's usually a meme or two that you can't change.
you cant to this for everthing. for example you cant even add the sacrifices (prisoner and animal) with devmode unless you have cannibal-meme or human primacy
You're asking for an unrestricted mode paying no mind to game ballance, the game already lets you do that.
God Mode allows for this. Try it out.
