Maybe it's also because I delete the "social drug" policy every time I start a game. Prisoners seem to use it since I "can't delete policy in use" when I have prisoners, but might just switch to "no drugs" when I delete it. So maybe it's your default drug policy causing this?
I have to order several of my pawns to drink or use a drug policy. But a few of them will go drink on their own during rec time.
When I have guests, they often play cards, play piano, look at art. Yet my 2000+ silver widescreen tv doesn't seem to get used that much. I often sit back and see what the guests do and my horse shoe gets way more use than the tv does (granted it might achieve less recreation/time than the widescreen).
I just really figured the prisoners would want my beer if all allowed..must be very bad beer.
I set the drug policy to allow them to only use each once per day and only if mood and recreation are below a certain threshold as I'd hate to waste the stuff on a pawn that doesn't need it.
All of them get some useage every single day, but beer does seem to be lower in popularity compared to the joints and tea.
I have literally no idea how the pawns decide which to take, given that they are all stored right next to each other, but it certainly seems like some pawns are more inclined for specific types.
Stuff like how close things are and random rolls are probably mostly deciding. The 1 per day thing should be a min rule not a max rule. Your mood thresholds keep them from using multiples though. And I would never give my people joints for random recreation. It makes them so useless for a long time. Joints are painkillers and psychic drone emergency rations.
Since then I just left it on, because they pretty much only use the drugs at the end of their work day (where I have recreation blocked in before bed time). It's very rare for anyone to be high or drunk while working.
...though I did once have a doctor perform a surgery while tripping. I got really nervous when I noticed that mid-surgery.
Also, for some reason, in some patch they removed all descriptions for withdrawl symptoms completely and there is no way ingame to look for their effect. Or I am too stupid to find them. The withdrawl in the healthbar says nothing.
