1. Obviously what you stated - Peglegging them (Then removing their leg completely)
2. If they talk too much and you want them to shut up. Remove their tongue. It gets rid of the annoying voice trait completely as one can't make an annoying voice if they can't speak.
3. Obviously imprison them.
4. Trap them in a 2x1 room as "Solitary confinement".
5. Inserting a Mindscrew into them. +20% pain (Also gives a -10 mood penalty) as for Wimps it keeps them into Permanent shock. (It's also kind of an exploit if you place them with a psychic Harmonizer if the person is a slave wimp as it can affect raiders)
If you have mods...
Turn them into an animal if you have Pawnmorpher... (Even remove their humanity by turning them into a productive milk/egg layer)
If you have character editor mod. You could alter them to hate each other instead.

Removing their tongue removes their social ability. You can restore it with a biosculptor pod or install a bionic tongue. It will also count as organ harvesting and likely incur a permanent mood penalty in the next patch
And who is to say that the couple had to stay forever? Have you ever heard of divorces IRL? I don't see here a cause for punishment. Perhaps the husband was rude or the two just ceased to love each other.
From a roleplaying aspect, the AI would learn not to break up from a husband with the bloodlust trait, not matter how much you want and need and the two kids would learn how to make guns quickly.

no more random nonsense in relationship
on other hand, it allow natural process when is partner a*hole (because then there will not be +25 or greater opinion about him from partner
more like "counter act" the affair, because its such a small colony, it makes WAY more problem than it solve any thing is, the husband, is usefull for colony as cook/craft/builder, while the others guy (wife ishaving an affair with) is more hunter and super fighter
husband noticed the affair and now they fight quite alot when they see each others :(
and 8/10 times, husband get KOed, and end up not doing stuff making a huge set back in the base ;(
