I would just arrest them. There's likely no other way to stop them from leaving the map without mods. If you try to trap them with walls they will just panic and dig through them.
What are future ancient dangers? Just the ones on new maps you settle on? I think the complex missions of ideology has hardcoded hostiles.

True but this one is a Pop Idol with 17 social. Just imagine the possibilities early game... Not sure if it's gonna be possible to convert them though, I guess in prison there's gonna be a lot of time to break them.
OK I will do last resort although the revelation that making them hostile doesn't really have any repercussions is probably going to be the path I take. Good to know devmode is there just in case I need it.
