I second the recommendation for "Better Pawn Control", but even with that, YOU need to take the time to set up outfits that match what you want pawns to wear.
If you have a soldier you want geared up all the time, then best to make them a more restricted soldier style.
A no mod strategy I use, I have an armory garrison point I try to build with some rows of shelves. One for helmets, one for armor. Later tech will expand for flak vests, pants and shield bubbles.
It is a bit micromanage, but I then order the pawns to grab one item per shelf as required. Is quick once remember which my melee focused pawns are. Also cool to watch em all gear up.
Drawback of this gear up is it does take time, which can be disadvantageous if something drops right on top. If I have "tough" characters, I sometimes give them the always armored, provided they can take the penalties from the gear. Best colony guard imo is a tough with a walk speed boost.
You do not need a mod to control what colonists wear.
There are already in game tools to fine tune outfit selection.
