Ideology also adds higher expectations without a new recreation type, so if you have Ideology and not Royalty there is a slight disadvantage there, but the base recreation types are still enough (barely), without even using drugs as one.

Music was introduced in the Royalty dlc with the Harp, Harpsichord, and Grand Piano.
Even without the dlc you should have no issue providing sufficient recreation types to your colonists with Billards (Dexterity), Poker (Cerebral), Roulette (Social), Television (Television Watching), Telescope (Telescope Study), Cloud Watching/Meditation (Solitary), and Chocolate (Gluttony) even if you decide to ignore drugs for recreation.
The only exception to this is within the Royalty dlc, where colonists will demand music instruments in their throne room if they have sufficiently high noble titles. This won't affect you at all though in the core game.
