Do you have a transhumanist ideology?
Ooh, is this a situation where you have to have at least 3 to activate the building? I noticed whenever I'd have to arrest someone of a rare ideology when they were going berserk it would deactivate certain rituals 'cos I have fewer than 3, so what you're saying is it deactivates the buildings, too? Makes sense.
Don't think you need 3 (unsure), but the guy constructing it needs to have the transhumanist ideology according to the wiki. So it might be something easy like if you have someone with the ideology he/she might not be assigned to construction.
If that were the case it would still be on the menu. I have a transhumanist currently visiting my mountain colony to construct Hex tile. I was also going to have him construct the Neural Supercharger while he was there, but it disappeared from the menu. After your first response, I went in-game and attempted to place more Hex tile (simply copying the blueprints into more hallways) and the option is no longer there. I believe a pawn converted one of the other transhumanists at some point after I laid the last of the current Hex tiles because the one pawn is still able to work on them, but I cannot place any more.
Nope, I'm an idiot. For some reason the guy that can build Transhumanist structures isn't a transhumanist. The transhumanist was the guy that I had arrested and was forcibly converting. As he counted as a prisoner and not a colonist, his absence deactivated the hex tile and neural supercharger blueprints. I just tinkered around in dev mode to discover that.
