Execution Required Meme , Broken?

Has anyone had any success with the meme that is concerned about executions. Every time I try to get it, it doesnt seem like it works as intended, i dont get any mood buffs unless i do an execution at the altar, which gets me plus 6 for a great ceremony however i still get the penalty for killing someone and for doing an execution. So the plus six and the other penalties totals out to a overall -5. ive executed them through the operations tab and that does nothing as well. Ive done executions constantly at one point and it would still give me the mood debuff for not doing an execution for so many days even thou i clearly have. Ive also judged them guilty and i still get the penalities and no bonuses. It could be a mod but it seems like such a strange that for a mod and idk what would even mess with that.

They all are, this has happened for every colony ive done it on and its been 3 different ones, i have to go into dev mode and change the execution meme to so i dont get the penalty for not doing executions after so many days even thou i just did them. ive checked everything i can think of.
