Basically if you are making dining chairs out of wood or steel then a cloth armchair is probably going to be better for you. If you start making decent quality silver or gold dining chairs though, those are going to be much better than any reasonably sourced armchairs. If you make a thrumbo fur armchair, that might compete, I'm not sure.
I actually use chairs for dinning halls.
And for throne rooms I use stools, marble stone ones for a uniform look and value.
Also don't discount the value of making a stool instead, since the stool can be made out of stone. If you're really short on steel and wood you can use a stone stool instead for a moderate comfort bonus, and is perfectly usable as a chair for colonists to eat at a table.

while the disparity between Beauty is greater then the disparity between comfort, their is still a noticable difference.
So my cook and my researchers for instance get armchairs because every bit helps... And they tend to be at their stations for very lengthy stretches of time where as some other industry tables the comfort offset might not be as big a deal....
Frankly both are pretty insignificant unless you make a chair out of silver or gold, so might as well just consider what's easier for you to afford.
