Which is better armchair or dining chair?
I'm trying to figure out where to place all my armchairs.

Armchairs have slightly more comfort. Dining chairs have the potential to be much more beautiful and can add a lot of wealth to a room.

Basically if you are making dining chairs out of wood or steel then a cloth armchair is probably going to be better for you. If you start making decent quality silver or gold dining chairs though, those are going to be much better than any reasonably sourced armchairs. If you make a thrumbo fur armchair, that might compete, I'm not sure.

should I use armchairs in workshops or recreation room? or is that a waste?

I use armchairs for workstations due to comfort, and in my rec rooms for the same reason.

I actually use chairs for dinning halls.

And for throne rooms I use stools, marble stone ones for a uniform look and value.

If I have a ton of cloth or human leather I might place armchairs in front of my workbenches around mid game, replacing lower quality wood/steel chairs. It's not important or particularly useful, but if you don't need the resources for anything else why not. They sound more comfortable, so I like to give them to my colonists when I can, but with the way comfort and quality works in most cases there isn't really a difference.

Dining chairs and armchairs don't have a lot of difference in their comfort, so unless you're being extravagant it's basically just whichever you can afford better.
Also don't discount the value of making a stool instead, since the stool can be made out of stone. If you're really short on steel and wood you can use a stone stool instead for a moderate comfort bonus, and is perfectly usable as a chair for colonists to eat at a table.

Well cloth is never an issue, as I tend to have several fields of cotton (and devilstrand later one) constantly growing the stuff. Had entire store rooms of the stuff that I would sell off 1/2 or more to buy components and other items quickly.

So the Armchairs are definately more comfortable
and the
Dining Chairs are definately more Beautiful...

while the disparity between Beauty is greater then the disparity between comfort, their is still a noticable difference.

So my cook and my researchers for instance get armchairs because every bit helps... And they tend to be at their stations for very lengthy stretches of time where as some other industry tables the comfort offset might not be as big a deal....

So to explain a little about comfort, the system works off thresholds and a need bar that fills based on the comfort rating of the object they are using. A comfort of 1.0 means 100% comfort for using that object for a duration, their bar fills up all the way and they get a mood boost of +10, and once they leave that object it falls off rather quickly. Anything above 1.0 isn't really useful. I don't remember offhand what the thresholds are, but I'm pretty sure at Masterwork and Legendary armchairs and dining chairs are both over 1.0 meaning they are functionally identical in terms of comfort. At excellent I think both are at the threshold before the max threshold, which is like +8 mood, making them again functionally identical. At "good" and below is where I get fuzzy, an armchair might be +8 mood at "good" while a dining chair is +6, or they both might be +8. Because of the randomness of qualities if you are putting out awful-good armchairs/dining chairs it's going to be hit or miss whether there is a bonus for an armchair or not. If on the other hand you are only making high quality stuff and tearing down anything that is "good" or lower, then there is no statistical advantage for an armchair.

Correct me if I'm wrong, armchairs have a better function for workshops and recreation because they sit down a lot there. Diningchairs have a better function for dining rooms and private rooms because they make the rooms impressive?

Basically, but high quality dining chairs will max out comfort anyway, and the small comfort gains will get you pretty minimal benefits.
Frankly both are pretty insignificant unless you make a chair out of silver or gold, so might as well just consider what's easier for you to afford.
