guest is commiting suicide
so i had a pawn from the empire crash nearby and i saved them now they keep healing and going outside which is too cold for them and getting downed by hypothermia any way to make them wait?

No, but eventually they will probably join you. There's a chance when the map is dangerous that a rescued guest will join your colony instead of trying to wander off the map. Though I'm not sure this applies to the empire faction.

You could create a safe path off the map, like a long indoor corridor linked to a geothermal or something to keep it somewhat safe, and funnel them through that to get them near the edge without dying. Probably easier to just let them die, you shouldn't suffer any rep penalty for them dying of hypothermia.

Could build an "not prison" around them, with a camp fire inside. Perhaps rescue them when they are downed & then escort them to a small "not prison" where they may recover & leave any time. Preferably near the edge of the map so they may leave swiftly.

You may leave clothes in a prisoners room and they will eventually put them on if they are suitable to the conditions they are living in.

The only way i can think of doing this, is by manually getting a colonist to pick the item up, and dropping it in the prison, and then forbidding the item... but does forbidding the item, stop prisoners from picking it up as well? also, is there a smarter way of doing this so that items you want to make prisoners wear, stay in the prison? im asking this, as im thinking of stripping the prisoners, and leaving say "orange" cloth shirts and pants" for the prisoners to wear...

You can just create a critical 1x1 stockpile in a prisoner room set for parkas or whatever, usually you need to strip them to get them to wear it. I don't think setting it to forbidden stops prisoners from wearing it, I don't remember ever testing that though. This only works with prisoners, the OP is talking about a guest. Even if you manage to strip a guest they wont put on any clothes, even their old clothes you stripped from them.

My suggestion is to make a room around a steam geyser to keep your guests extra warm

I had the same problem. An Empire guy fell to hypothermia on my tundra map because he wasn't wearing the right clothes. I'd rescue him and he'd try to leave but then fall to the same thing over and over again. You can't give him clothing and imprisoning him angers the Empire so I wasn't sure what to do. I suppose creating a heated pathway to the edge of the map might work but that seems like a lot of resources wasted. Ultimately I let him freeze to death because I was tired of dealing with him.
