A quick look at your profile would suggest this is not the game for you, OP. With little more than 6 hours in similar games it is likely Rimworld will end up with a similar amount of time invested, and that is too short to experience much of anything this game has to offer even on a vanilla play through.
One day it may go on sale 50% off and you can finally buy it. Maybe it won't. Hang in there.
Seriously, there is nothing like it.
It never goes on sale because there's NO competition. There's nothing out there that does what Rimworld does better with no cost to other areas.
EDIT:
The reality is waiting for a discount isn't always smart. Let's say one day 50% off comes, you stopped yourself from playing a game you are interested in for ♥♥♥♥♥♥♥ years for $15-$17. Which kinda tells me you aren't that interested in the game and obviously the devs don't consider the sales of people not interested in their games very lucrative because the 50% sale hasn't happened.
This may not be the case for this specific game, as Steam reduces their share as soon as a game made a specific amount of money. But keep that in mind for the future.
Also: Sales on Steam in general are crap ;) The times when you could get real big discounts are loooong gone. Almost none of my wishlisted games are getting discounts bigger than 10% - if at all.
