You do not need to keep hay frozen and you should have made an animal area and restricted your muffalos to it, in order to ensure they don't wander anywhere they're not supposed to.
Just designate a stockpile area for hay within the animal area that you have restricted your muffalos to. Then your haulers will keep the hay stocked up and your muffalos have hay to eat.

i have hay outside and it depletes over time.
Set the zones that your animals can go to. Like area 2 and highlight where they can go.
does hay just need to be indoors to maintain? not frozen?
Yeah, pretty much
actually no.. hay goes bad even if indoors and not frozen.
so there is no way to have a hungry animal go to a certain zone just to eat... not explore.

Sadly no, but you could just keep the muff's in the freezer if you want, since they can handle colder climates just fine.
lol true thank you for a correct response... these other guys have no idea.
Yes, hay spoils when kept above freezing temperatures. After approximately 80 days. One Rimworld season is 15 days. So it keeps for about five seasons. And honestly, if you can't have your muffalos eat through your hay in over a full in-game year, you probably don't even need to grow hay, much less freeze it.

It's does last a good while tho. What I'll do is the put a high priority single tile stockpile for hay in the barn, the rest goes to the freezer and haulers top it off when they get to it. Maybe not perfect, but works well enough

is the answer you're looking for.

just restrict the area your animals can go to via custom zones. no mods required. all possible in vanilla

...... when you set custom zones the animals have the ability to go anywhere in that zone... meaning they can go into any freezer in that zone.....and guess what happens when you open the door to the freezer? oh my... the cold goes out.. which causes the hay not to be frozen...and guess what happens to the hay?? ohh noo way it spoils... so you might want to retract your statement lol...
