It does not determine the distribution of resources on map tiles.
All map tiles will have some plasteel somewhere in varying amounts. Some may be readily available for surface mining, but mostly it is below ground and requires deep drilling.
The rate of discovery by the ground penetrating scanner was changed and it now may take a lot longer to locate plasteel than it used to.
To mitigate this, try using the long range mineral scanner to locate deposits in nearby map tiles. You an configure this to search for plasteel alone. Using these two methods together can speed the acquisition of plasteel greatly.
Try the long range scanner instead. Plenty of plate to find out there in the world.
