Does placing sandbags infront of barricades imrpove cover?

No. The only things that matter for cover protection are what the pawn is adjacent to.

Alright, thanks! But I suppose it would still be slightly benifitial when it comes to fighting melee opponents right? In terms of slowing them down

Probably not. Pawns that have already climbed on top of sand bags move at full speed toward other sand bags. I assume it probably works that way if they're moving between sand bag and barricade.

It applies to chunks too. You can alternate chunks and empty tiles, but this will give cover to enemies so you'll deal less damage.

Spikefall traps in front of the barricades are effective here. If your shooters can do enough damage, the traps can do the rest.

To some degree yes. It does not add more to the "cover" mechanic but objects between the two shooting points have a very little chance to be hit instead of your target (I think it's only 3% or less). You can shoot out over that yourself up to 2 or 3 tiles (I forgot how much. Loading screen has a tip for this).
you can basically ignore that very small addition and go with what other have said here, though it will offer marginally more protection. Using walls + sandbags are usually they way to go if you want to reduce the risk in those shooting matches.
