I haven't read of any serious performance complaints for vanilla RimWorld, so I would suspect something on the local machine side isn't working right. I would check your graphic card settings, make sure the graphic card is being used instead of a motherboard native card. Check drivers are up to date and google how to check for other possible hardware/software issues.
If you are modded, try removing all mods and seeing if that fixes the problem. If it does, you know it is a mod causing the performance issue.
I'm now going to be going through and disabling mods by blocks and seeing if that affects anything.
But yeah, disabled it and the entire game is suddenly running perfectly.
I was wondering why this was happening to you because I have just about the same specs and I only start lagging REALLY late into the game on the largest map settings with 30+ "colonists"
