Whats the point of call trooper sqaud if I cant do it when hostile are present?

I only took it cause i thought it would be a good panic button for when randy keeps hitting me with raids, but i just tried to use it and it said "cant use, hostiles on map"
If its not good for that, what do you use it for? I guess bringing them just before you droppod raid someone but...
For now i'll just spawn in some troops, but i guess ill have to refund it when i get more honor.

So the default factions were made friendly with the empire with the 1.2 update, but many custom factions from mods have not been updated to be friendly with them, creating this issue.

Yup,this is it! I was confused,cause both me and the emp was hostile to the raiders,but I hadn't realized that like 3 tribals were wandering though thank you!
My new question is,will the empire ever become non hostile to peaceful factions?
And also,why can't you control the called troopers? I have a well setup defensive line that the raiders get funneled into to get gunned down.but they decide they should charge the enemies before they get there, and try to cqb with a sniper rifle.
