unless those 5 levels arent enough for your situation you should be fine with what vanilla offers (you can achieve a lot with 5 levels).
Edit: seems there is no problem at all, i'm just blind and stupid af.

Because right now, with the normal priorities stockpiles give, any person who is assigned to hauling will carry Hay from point A to B until B is maxed but as soon as any one of the 60 animals eats from the maxed priority stockpile B, people start to carry Hay from A to B again, but as soon as the first person arriving at B fills up the stack, everybody else drops their stack and carries it back to A, resulting in many people assigned to hauling get stuck inbetween A and B and moving the stacks forth, back, forth, back, forth, back and so on.

Yes, that sounds like very annoying behavior indeed.
I'm not quite sure what the specific solution is, but there must be one, since that behavior is not normal. Generally, only one hauler should be hauling hay to that one hay stack at a time.
(At least I'm pretty sure that's the "normal" - unless that's behavior I modded out long ago and forgot about, but I don't think so.)
Are you using any mods that have to do with hauling/multiple pawns doing one job, something along those lines?
