Edit: couldn't you have waited four more days?? Then it would have been six months!
(the general theme is whether or not it's cheating when the developer GIVES YOU the cheat engine right in the main menu........)

It is still cheating, you have to activate a function in order to subvert the rules and give you an unfair advantage(I mean it's kinda unfair when some dirt poort raiders come and there stand some fully decked colonists ready to rip a new one). Wether the function was delivered with the game or not matters little, the vanilla game has rules, by activating dev mode you can subvert those rules and thus are cheating.
Don't get me wrong--I don't actually care about cheating, it's a ♥♥♥♥♥♥♥ video game. It's academic to me. But there's a clear line on what is cheating and what is not. This game's dev menu is not.
The problem is, he has a completly wrong definition of cheating and is trying to spread that. In Warcraft 3, Age of Empires1/2, you too had phrases that were given/inbuilt by the developers which instantly gained you resources, invincible, insta build, etc. they were still called "CHEAT CODES" and the act of using them is cheating, since the rules of the game were subverted, even if it was given by the developer.
Rose by any other name. Instead of "cheat codes", what if they were called "totally fair codes"??
Ooh, what if they were called "GOP codes"! Does that mean you're a Republican if you use them?? Of course not!
Oh, wait, here's another one! What about the game "Screen Cheat"!

How about that one? It has the WORD "cheat" in its name. Is it cheating?? Nope! Because watching everybody else's screens is PART OF THE DAMN GAME. It's part of the RULES. You're not breaking the rules, you're FOLLOWING the rules.
Don't even get me started on the game "Dude.....STOP". Lol.
In Screencheat it isn't cheating because the rules and the game state it is meant to be played like that. In Blacklight Retribution you had a function which let you see through walls for a limited time as well. It was not cheating as it wasn't against the rules nor did it subvert them as you were meant to use it. If you now hacked the game so you can use it indefinitly, then it is cheating as you subvert the rule of only having it for a limited time.

Again you're trying to twist something to your advantage. It's part of the game and meant to be played like that. The codes in Warcraft are part of the game as well. The difference is that in Screencheat it doesn't subvert the rules as you are meant to play like that. In Warcraft you are meant to gather the resources as part of the rules, the code gives you the resources by subverting that rule and is thus cheating.
