You could also try adding a second layer to the outside wall to add insulation.
Try deconstructing the door then rebuilding it. There's been a known bug if it's a17 with coolers being placed after the room is built

That was going to be my question as well. Looks like you have the bug that won't seem to stay away from A17.
Try this: deconstruct one wall section then rebuild it and see if the AC turns to high power.
just make it go down a ♥♥♥♥♥♥♥, i usualy make it go down to -300. wich makes the average room about -2-20 degrees fahrenheit
The OP's issue was the unit wasn't even turning on the cooling function. There is a bug in the unstable A17 that makes rooms think they really aren't rooms.
